Each drop of MMS has about 9 mg of CLO2 locked inside it and 9 mg = 9000 ppm. 1 ml of CDS at 3000 ppm has 3 mg of CLO2 inside of it. So actually, 1 ml of CDS at 3000 ppm = 1/3 of a drop of MMS and NOT 3 drops of MMS. This is fact, not opinion.
However, it isn't easy to get 9 mg out of every drop and it takes special equipment to do it. Charlotte and I have been able to get over 3 mg (3000 ppm) out of each drop though and that's what PAMMS-1 Overnight is based on. Each drop in the PAMMS-1 produces at least 3000 ppm but we know there is still more CLO2 available in each drop and think that the hydrochloric acid in the stomach probably does a little more activating so maybe each drop might end up producing a little more than 4 mg of CLO2 or 4000 ppm.
So as you can see, it would be better to say that 1 ml of CDS at 3000 ppm is equal to just about 1 drop of partially activated MMS. And because CDS doesn't have any sodium chlorite in it, there can be no additional production of CLO2 in the stomach. So with CDS - what you have in ppm is all you're ever going to have.
I know this goes against what has been said previously but I think it's important to get the facts straight since it can make the difference of overcoming a disease or not, which could be life or death in the case of many of the people on this forum. It is also probably the reason why CDS wasn't able to cure malaria in the past - because they thought that 1 ml equaled 3 drops of MMS, they didn't use enough of it to kill the malaria parasite.
And about the question of how many drops in a ml of CDS 3000 - there are 24 drops. This depends on the size of the dropper hole though. I had one dropper that produced a ml out of only 13 drops.

1 drop of MMS (at 24 drops per ml) contains 6.7mg (6700ppm) of CLO2
Every ml of CDH contains 1 drop of MMS
Therefore, 1 drop of MMS = 1ml of CDH
The main difference is that the drop of MMS is only 7 to 10% activated in the cup before being consumed while CDH made with 4% HCl is about 50% activated in the bottle. This is why CDH is far less nauseating than MMS drops.
Interesting debate. So Pam, would that mean that you feel that 1 ml of CDS 3000 = 3 drops of MMSA?
I was concerned about perhaps not taking enough if I switch to CDS. Perhaps I could start at 1 ml an hour and work up to see how high I can go. If I can get up to 3 ml, I'll either be taking a standard dose (per Truthquester) or getting more than my body can now tolerate on MMSA. Either way would be good.
Actually, the CDS101 protocol says to start with 1 ml per hour and go up from there. I know kiddos taking 6 and 7 ml per hour, as well as one cancer patient who took 10ml per hour (of the 3000ppm) - it did burn her throat.

If you are taking 1ml of 3000ppm CDS per hour you are getting 3mg of Clo2. It does not make any difference how much water you add to that 1ml of CDS, there is still 3mg of Clo2 in the solution. Of course, you have to drink the entire amount of solution you made.
